I have tried 38400, 19200, and 57600. The LIN device I am connection will need 500000 once connection is established. But still can't get the module to be confirmed. I changed the usb port baud rate to match as well.

Don't mix up LIN bitrate with serial bitrate of the PCAN-LIN module. These are different.
Please post a picture of your wiring.

Please connect the Serial2USB Adapter directly to the PCAN-LIN without using your flat cable adapter. Next, please check which chipset is used in that adapter (device manager). Only FTDI based adapters will work with PCAN-LIN. Please also check that your USB2Serial device has RS232 output and not TTl.

I made a direct gender converter to replace the flat adapter, and currently using a FTDI driver version 2.12.36.4. The only thing I am unsure about is how to check the device output to confirm RS232.

As soon as you can connect PCAN-LIN CT with the PCAN-LIN, you should see the settings of the module. I am wondering why you need a gender changer, typically a USB2Serial module has a DSub male connector, which fits to the PCAN-LIN serial port.
TTL/RS232: Please measure the voltages between Pin2 and Pin5 (GND) and Pin3 and Pin5 (GND) of your serial adapter: with a RS232 device you should measure a voltage of +/- 9-12V.

I understand as I ordered what was believed to be a male FTDI cable but it showed up female. I will measure this now.

I get 10.22V across 2 and 5, but nothing across 3 and 5. Would I need a different cable in this case? If so, can you please recommend one.

Looks like your USB2RS232 uses a null-modem definition, so you need to swap Pin3 and Pin2 to have a 1:1 serial setup which is needed for PCAN-LIN. The level itself looks like RS232 and not TTL
