Is the new PCANBasic.NET.dll just a wrapper around PCANBasic.dll?
Do I still need to install and deploy PCANBasic.dll?

You can consider the PCANBasic.Net Assembly a Wrapper for the PCANBasic API.
The PCANBasic API itself is required in order to use the PCANBasic .Net Assembly.
